Over 10 towns compose a county. Over 10 counties compose a city. And dozens of cities compose a province. All the provinces compose the whole country. The aforesaid zip code is consisted of 6 digits. The first 2 digits stand for a province. The middle 2 digits stand for a city and the last 2 stand for a district in a county or city. There are 37823 zip codes in China. So you could say there are 37823 counties or administrative zones.
